Runescape Item Scam, "auction scam"

First off there is this person who says Free Santa or something like that. Then he will stir up a crowd and get them to gather around a certain area.
He would say the person who gives me the best stuff gets my santa. He would accept small trades of like 5- 6 gold and he would return them. When the people get really desperate over the item, they would go and give more valuable stuff like rune picks and stuff.
However, the scammer won't give this back. He will just keep the items to himself and won't give the santa or anything away
